The American Association of Public Health Dentistry (AAPHD) webinar will introduce a newly developed framework for the population oral health workforce. The framework extends beyond traditional dental professions to recognize the critical roles of health systems, public health, government, and the private sector in improving oral health outcomes. The program will feature presentations and a panel discussion that highlight cross-sector approaches to advancing oral health and integrating it into broader healthcare systems.

Learning Objectives:
Upon completion of this webinar, participants will be able to:
  1. Describe the newly developed Population Oral Health Workforce Framework and its five key sectors.
  2. Explain how each of the five sectors, dental experts and systems, health systems, public health, private sector, and government, contributes to population oral health.
  3. Discuss opportunities and challenges related to integrating oral health into healthcare delivery and employee health benefit programs.
  4. Identify strategies for cross-sector collaboration to improve access to oral health services and advance health equity.

Speakers:

Coreen Dicus-Johnson, JD
President and CEO, Network Health WI
Coreen Dicus-Johnson has been a Milwaukee area health care executive for more than 25 years. She is the President and CEO of Network Health where she dedicates herself to the organization’s Mission of building healthy and strong Wisconsin communities.

Sharing her time and talent with the community is Coreen’s passion and purpose. Over the course of the past 25 years, she has served on boards and committees of more than 20 non-profits, helping to raise tens of millions of dollars all focused on improving the lives of people in the community.

Coreen earned her undergraduate degree from Marquette University and a Juris Doctor from DePaul University College of Law. She and her husband, Kurt, have one daughter, Miranda (Kurt).

Gwendolyn Sullentrup
Office Chief, Office of Dental Health

Gwen Sullentrup serves as Chief of the Department of Health and Senior Services’ Office of Dental Health and brings over 17 years of experience in state government, including 13 years dedicated to public health—six of those specifically focused on oral public health. She also spent five years serving as Missouri’s Fluoridation Specialist. Gwen holds a master’s degree in Teaching and Administration and is currently completing her MBA, expected in January 2027.

In her role, Gwen oversees all Office of Dental Health programs, including community water fluoridation, school-based prevention initiatives, and additional statewide oral health efforts. She is a licensed Class D Drinking Water Treatment Operator and Class I Distribution Operator. Gwen also holds certifications as a federal long-term care surveyor, Lean Six Sigma Green Belt, and is a licensed Property & Casualty insurance agent.

Outside of work, Gwen enjoys traveling, going on bourbon hunts, and spending time with her family. She and her husband of 32 years have two adult children and one 13-year-old. When she’s not working or taking classes, she can often be found chauffeuring her youngest to various activities.

Keith Margulis, DDS, MPH
Chief of Dentistry, NYC Health

Dr. Margulis is the Chief of Dentistry at NYC Health + Hospitals/North Central Bronx and the Associate Program Director of Pediatric Dentistry at NYC Health + Hospitals/Jacobi. He received his Doctor of Dental Surgery from the University of Missouri - Kansas City and holds a Master of Public Health from the University of Massachusetts-Amherst. Dr. Margulis completed a General Practice Residency with New York Medical College and an Advanced Education in General Dentistry with Lutheran Medical Center. His specialty training in Pediatric Dentistry was completed at Jacobi Medical Center.


Dr. Margulis is a Diplomat of the American Board of Pediatric Dentistry and a Fellow of the American Academy of Pediatric Dentistry. In addition, he is a member of the American Dental Association, New York State Dental Association (NYSDA) and the Bronx County Dental Society and serves as a member of the NYSDA Council on Dental Education and Licensure. He is currently the Secretary of the Medical Executive Committee at North Central Bronx.
