2009 ABDPH Minutes of the 59th Annual Diplomates Meeting and Banquet
April 20th, 2009, Doubletree Portland-Lloyd Center, Portland, Oregon
- Call to Order: President Isabel Garcia called the 59th meeting of the diplomates to order at 7:00 pm and welcomed the 58 members and guests present.
- Introduction of Guests: Dr. Garcia introduced Tom Aschenbrener President of the Northwest Health Foundation, Portland, Oregon, Laurie Norris, attorney and advocate with the Public Justice Center in Baltimore, Maryland, Dr. Mark Greer, President of AAPHD, and Dr. Ernie Newbrun, professor Emeritus of Oral Biology and Periodontology UCSF School of Dentistry. Other Diplomates introduced their guests
- Introduction of Past Presidents:
There were eight past presidents in attendance. Dr. Garcia recognized Dr. Joe Alderman, Dr. Robert Faine, Dr. Caswell Evans, Dr. Dushanka Kleinman, Dr. Jay Kumar, Dr. Ray Kuthy, Dr. Reg Louie, and Dr. Linda Niessen.
- Remembrance of Diplomates who have died since last Annual Meeting:
Dr. Garcia reported that since out last annual meeting, one diplomate has died. Dr. Sidney L. Miller, 94, died on May 28, 2008. In 1966, Dr. Miller accepted an appointment at the University of Texas Health Science Center in San Antonio. He was Professor and Chairman of the Department of Community Dentistry and continued there until his retirement in 1983. Dr. Miller was a Diplomate and Life Member of the ABDPH. There was a moment of silence in tribute to Dr. Miller.
- Introduction of New Diplomates certified in 2008: Dr. Garcia introduced the following diplomates, and presented them with their Board lapel pins.
- Dr. Ritu Bansal is currently Assistant Professor, Baylor College of Dentistry, in Dallas. Dr. Bansal received her BDS from the College of Dental Surgery in Mangalore India, her MPH from the University of Houston, and completed her residency at Baylor College of Dentistry in Dallas. Her residency mentors were Drs. Jay Shulman and Kenneth Bolin.
- Dr. Val Spolsky is Associate Professor and Vice Chair of the Division of Public Health and Community Dentistry, at the UCLA School of Dentistry. Dr. Spolsky received a DMD from the School of dental Medicine University of Pittsburg, an MPH from the School of Public Health also at the University of Pittsburgh, and completed his residency under the direction of Dr. Steve Silverstein at UCSF School of Dentistry.
- Dr. Suman Challa could not attend but was also recognized. Dr. Challa received a BDS from the College of Dental Sciences in Mangalore India, and his MSPH from the school of Rural Public Health, Texas A&M Health Science Center, College Station Texas. Dr. Challa's residency director was Dr. David Capelli.
- Approval of Minutes of 2008 Meeting:
The minutes of the 2008 Diplomates Dinner Meeting were approved. In the future, the minutes will be posted on the ABDPH website, and published in the Journal of Public Health Dentistry.
- Report of the Executive Secretary:
- Board Membership Status: As of December 31, 2008, there were 157 certified Active diplomates, 30 Life members, and 31 Inactive (retired) diplomates for a total of 218 living diplomates. This represents no change in Active diplomates. Three members passed away in 2008. No deaths have been reported in 2009.
- Five (5) candidates took the complete examination this year, and four (4) candidates took the written examination only. The Board has a total of seven (7) Board eligible dentists. No dentists will lose their eligibility if they do not pass the exam in 2009.
- Life Membership: Dr. Brian Burt was approved for Life Membership and was not able to attend the Annual Meeting and Dinner. Dr. Isabel Garcia recognized him, and shared with Diplomates the criteria for Life membership. Information and current Life members will be posted on the ABDPH website.
- Report of Officers and Directors:
- Treasurer's and Auditor's Report.
- The financial records have been audited by Dr. Hayes, Vice-President-Auditor, and were accepted as accurate.
- The Board began the fiscal year on January 1st, 2009 with a total bank balance of $38,803.69 (1/1/08 $33,111.60).
- Total income for 2008 was $28,990.43, which consisted of application and examination fees, annual registration fees, receipts for the dinner meeting, and certificates (includes 4.36% certificate $16,702.11), [ 2007 $16,012.85, (includes 5.5% certificate $16,079.68)]. This was a 45% increase when comparing 2008 and 2007).
- Total expenditures for 2008 were $15,860.33 (2007 $22,085.27) This was a 39% decrease when comparing 2008 and 2007.
- New Worth: Assets minus liabilities for 2008 were $55,124.35 overall net worth. (2007: $41,914.25) (2008: $55,124.35). This was a 24% increase when comparing 2008 and 2007. This compares with a 5.2% decrease when comparing 2007 and 2006.
- The Board will present a proposed budget for 2010 year at the next ABDPH Diplomates' annual business meeting.
- President's Report.
- Dr. Garcia thanked the Executive Secretary and the Board for their diligence and dedication.
- She expressed appreciation for the support of our sponsoring organization AAPHD particularly Pam Tolson, Sandi Steil, Melissa Bealon, Christina Gordon, and Dustin Scott for their continuing administrative support of the Board.
- The Board met with the Executive Council of AAPHD, our sponsoring organization. This annual meeting during the NOHC continues to be an extremely useful opportunity for sharing information with one another and to ensure that the Board and AAPHD continue to work in unison and with efficiency.
- AAPHD and ABDPH will work together closely to prepare the response to the Council on Dental Education and Licensure's (CDEL) study of the specialty (what used to be called the re-designation). The report is due to CDEL April 2010.
- AAPHD is taking the lead to convene a Summit on the specialty of Dental Public Health this summer which would aim to not only focus on preparing the re-assessment report to CDEL but also to take steps to examine and address much broader concerns beyond the immediate task of the CDEL report such as the DPH workforce, thinking and planning strategically for our specialty including the need to revisit and update our competencies. Plans are evolving; ABDPH Board members will work closely with AAPHD on this activity.
- Dr. Garcia updated the diplomates on the 2009 ABDPH Board Symposium - (Plenary Session-"Social and Personal Responsibility for Improving Oral Health - Is This Polarity the Paradigm for Progress?" The Symposium was coordinated by Dr. Reg Louie, Immediate Past-President, ABDPH, and will be held at 9:00 AM, April 21st, 2009 at the National Oral Health Conference.
- Old Business:
Dr. Garcia reported that in an effort to increase compliance with the ABDPH recertification process, the Board has revised the "ABDPH-Annual-Continuing-Education-Record"(AACER) to allow electronic submission to the Executive Secretary. Diplomates are responsible for maintaining their own records including keeping copies, documentation and summaries of their AACER to document compliance with the Recertification Process. 2010 will be the first year that diplomates certified in 2000 will be required to document completion of an average of ten (10) hours annually (a total of 100 hours) of continuing education from an approved CERP or a public health organization. Diplomates certified in 2000 will be notified by the Executive Secretary, ABDPH to provide documentation of the continuing education hours to the Board.
- New Business:
- The Board approved Life Membership for Dr. Brian Burt. The certificate will be mailed to him as he was unable to attend the meeting.
- The Board continues to work on improving its efficiency throughout the year and will be exploring various options for using a web-based teleconferencing system, setting up a sharepoint site that would provide a dedicated secure website, and set up a LISTserv exclusively to communicate with all the diplomates.
- Dr. Garcia reported on the Future of ADA Study of Dental Public Health. Catherine Hayes, President and Isabel Garcia, Immediate Past-President will be on the planning Committee for the proposed Summit on the Future of the Specialty to be held August 4-6, 2009.
- Introduction of Honorary Diplomate:
Dr. Ernie Newbrun, BDS, MS, DMD, PhD was awarded Honorary Diplomate Status for his significant contributions to improving the oral health of the nation. Dr. Garcia and Dr. Reg Louie, ABDPH immediate Past-President presented Dr. Ernest Newbrun an engraved book clock and lapel pin.

- Dr. Catherine Hayes expressed the appreciation of the Board for Dr. Garcia's six years of diligent service, and presented her with the President's Plaque. At this time, Dr. Garcia passed the gavel to Dr. Hayes, who opened the floor to questions.
- Adjournment:
Dr. Catherine Hayes adjourned the meeting at 9:45 pm.
